Creature Comforts bug - The zombies never stop spawning

I am at the 'Mop up the enraged GOAT Pen zombies!' part of the mission.

I have been killing zombies with the mission arrows above their heads for ten minutes now and they still keep slowly coming out of the vents.

Any ideas?

EDIT: Restarting the game fixed the bug.
