To expound:
Save first (F5). Opening the console is tilde (`/~) key.
Be sure not to click anything while the console is open. Type "tcl" hit enter. Close the console. You are now effectively a floating ghost. Move so that your face/head is literally inside the book and you should be able to pick it up.
Finally, move back out into a safe landing spot near where you first used the tcl command. I advise floating a few feet above the ground before using the tcl command again to avoid accidentally dropping into the abyss.
Note: I can't count the number of times this has saved me from Bethesda's wonky use of Havok tossing things around a room like an angry Peeves the Poltergeist.
