Locked out of 'A Drop in the Ocean'
Right at the beginning of Forgotten Homeland part I with Archmagister Lexil, Yuslan never approached me and asked me to meet him at the top of the Chronicum.
I know it's not directly related, but I completed Secrets and got the recipe for the Dreamflower.

Is it possible to get locked out of this quest or is it a bug?

If you're certain that there's no journal entry for A Drop in the Ocean there, I'd track him down and click on him to see if that doesn't help to initiate the quest. If it doesn't, then I'm betting it's a bug of some sort (perhaps attributable to a mod or mods, if you'reusing any), and I'd make it a point to open a ticket here: https://sureai.net/tracker/my_view_page.php

I just happen to be *right* at that exact point in the MQ myself (I saved my game right in front of Archmagister Lexil), so after reading your post I logged in to take a look around and snap a few screenshots.

Hello, thank you for your response :)

I checked my journal, I also checked a video of how it's supposed to go on YouTube and only Lexil speaks to me no matter where I am in the room.
I tried speaking with Yuslan upstairs and downstairs in different saves before and after and he's kinda angry at me with that 'you're bothering me' attitude.

When I get to the final game quests this quest fails without even being giving to me.

I tried set stage and other console commands but it doesn't work with this quest no matter what stage I set.

I am only using Enderal tracking tool from the Steam Workshop.

I will report this bug to SureAI, and may I ask, if it's not a trouble and it's fine by you, can you please upload your save so I can finish this quest and see this cool new ending?
If not I'm doing a new game anyway to get Witty achievement I somewhat never got. :)

I'll share my most recent save (#976) with you, but I wasn't sure if you'd need both the ESS file and the SKSE file, so I uploaded them both to Google Drive. (The first link below is to the ESS file and the one underneath it is for the ESKE file.)

REMOVED LINKAGE

(I've never done this before, so I hope I did it correctly.)

Please let me know as soon as you've downloaded them so I can remove the links and delete the files.
