"You currently cannot summon an apparition here." Bug, please help

This has not been an issue when I played before. Wherever I am, I get the message from the title when I try to summon an apparition. I have the correct talents, talisman and spells. I looked around on the internet, and no one seems to have the exact same problem as me, and I have tried a few things that worked for them, but to no avail. Do I just have to restart and waste hours of playing? Amnesia shrine and not do Phasmalist? Any help would be appreciated.

Upload a savegame somehwere (.ess and .skse file with the same name). We can only help when you arent using any mods tho.

When I last played, I had a mod list of over 300 mods, and this wasn't an issue. I have only 12 mods this time around, and none of them are new ones that I didn't use back then, and from what I can see there have been no new updates that should cause an issue.
But I'll purge the mods, and see if I can upload the save somewhere.

Literally the first mod I tried disabling caused the issue. The absolute irony is that the mod causing this bug to happen is called 'Bug Fixes for Enderal'.
Now, this might cause other issues, but at least I get to play the build I want x'D
