Report a translation problem
normally you get the quest "Blood and Dust" when you enter the Undercity which tells you to watch the fight in the Dust Pit. You need to go to the railing to complete the task.
Then you should talk to Rasha. There should be always quest markers.
Maybe you didn't get the quest for some reason or a trigger messed up.
Do you have the quest? If yes what is the task you need to do?

You didn't Fast Travel into the Undercity did you?
Otherwise, the dev might know the correct setstage to at least start the quest and then hopefully it will continue as normal.
I didnt fast travel in there, I remember walking very slowly around in there and that i explored the area a lot.
I think I need to fix it by console aswell, but i don't know if the questline interfere with the rest of the game somehow and how essential it is
The quest should trigger as soon as you get into the Undercity, I believe. No walking around needed. If you missed it, you missed it literally the second you entered the Undercity.
Saves are located in "Documents\My Games\Enderal\Saves" and consists of a .ESS and .SKSE file.
The devs are pretty active there.

Playing around with console commands will only break stuff.
Always, Always, Always have multi, multi-saves for games like this, or all games even....
I'm a stickler for back ups but I don't keep any further back than 8-10 hours because hell if I'm replaying all that.

If it's not a bug they can identify and the quest simply didn't trigger, then setting the quest stage is probably all the devs are going to do anyway. It's most probably stage 0, 1, 5 or 10 and as long as you move sequentially without skipping any stages it likely won't break anything.
If you're bored while waiting for the devs, you could make a backup save and try it. Just do it from outside the arena area, in a different location, then enter the arena after getting the quest to start.
setstage FS_NQR01 0
check the quest log and see if the marker points at the arena
setstage FS_NQR01 1
check the log and map again
setstage FS_NQR01 5
check it again, then try 10
Once you get it to start, go to the arena and see if everything progresses normally.
The quest has many stages so I doubt it's higher than 10 to start it. The empty stages don't do anything and as long as you're not skipping more than 5 at a time you will not likely skip any important ones.
I would be more wary of this approach in the middle of a chain of quests, but being that this is literally the starting point of a chain of quests the scripts involved should be really simple and not attached to much else yet.
The biggest issue is not actually carefully moving through quest stages, it's if whatever caused it not to trigger in the first place (like the random bug or mods) causes more problems.
I tried to setstage FS_NQR01 0 on a backup, it added the quest, but when i got to the arena Rasha still wouldnt speak to me. :(
Yeah quest stages trigger events so you might need to work your way up the ladder 5 at a time until it triggers properly. 0 might add the quest, but not trigger the actual events necessary to continue.
Playing with setstage is always wonky and last resort. It's better to know the actual correct stages but they aren't always easy to locate.
