When you are at the gate locked by the starling locks, first, use the command getstage mq02 . It should show 70, just to make sure you're at the right stage.
Then, setstage mq02 80 . This will complete the open locks subquest, BUT it doesn't open the actual gate. You can do setstage mq02 90 but I didn't see where it did anything. Next do setstage mq02 100 . To trigger the dialog, you may have to move towards or away from Jespar or click on him. When you finish that dialog with "what now", you can do stage 110 but I didn't see where that did anything for me. Next do setstage mq02 120 . That will trigger more dialogue, "what's that, let me see" etc., Jespar will give you a teleport scroll and that ends the bit in Yero's cellar. You won't get to see everything down there (unless you use tcl to pass the gate), but it will get you to the next stage to meet Jespar in Riverville.
