There are a few items that raise your enchanting level while equipped, the two most notable ones are the Hand of the Wandering Mage (set item) and the Cloak of Twilight.
The Cloak of Twilight is a unique item and can only be obtained from the first bounty quest in Duneville, it's in the inventory of the person that you're sent after (get the bounty quest from the noticeboard in the Duneville bar/tavern).
The Hand of the Wandering Mage can be found in several locations, I normally grab one from Northcliff Hold or Frostwater Chasm.

Wearing both of those items together will raise your enchanting level by 20 points, which sounds like what you need (you'll still need the relevant Phasmalist perk to craft the talisman you want).

Whilst still having some lockpicking to allow you to open chests of the next level, Some Rhetoric to lower prices for all those books ... some sleight of hand to increase hidden loot. Becomes a hard balancing act.
Of course there are also books you can find and using a mod like Enderal Tracking Tool which lets you bring up a marker for some memory books. Helps to find the extra books out there.
