Forgotten Stories adds two new quest lines, a new ending, two new classes, and a lot more on top of Shards of Order.

Also, outside the game itself, Forgotten Stories is a standalone installation, completely separate from your Skyrim installation, meaning you can have both installed and, if you want, mod both (although please be careful if you mod Enderal, it's officially not supported, meaning if you have bugs in a modded game, the Devs can't help much, and a lot of Skyrim mods/mods made for the old version of Enderal aren't going to work with the new version) without having to shunt the files around or rename anything, because they're in their own folders.
