they still work the same way as before now. its just easier to understand now.
The 3 equippable pieces of gear that I now have (I just acquired a third piece) no longer say "weapons and armors which are crafted are X% better" but they now say "increases Handicraft by X points."
So now, when equipped, these items directly increase the crafter's skill level (by the amount of skill points indicated on the piece, or a combined total of all such equipped pieces).
Presumably, this also means that weapons and armor created will be better than they would be without the Handicraft skill bonus, but I can't say by how much. (I suppose it depends on the base skill level and the total bonus.)
I also don't know if this skill bonus affects the quality of improved weapons and armor, or by how much (I have yet to do any testing).
I tested it and for me handicraft bonus still doesnt apply to crafting items, only improving.
when a game spoonfeeds you every single bit of detail information its boring as you have nothing to figure out on your own then.
for many people who play rpgs thats part of the fun. figureing things out on your own. people who dont want that can wait for others to figure it and then look it up.
handicraft should only boost improveing. not makeing. the bonus helps to meet blueprint requirements tough. so overall this patch made it pretty much meaningless to level up handicraft. just stack the bonusitems to reach 80 handicraft and youre set without spending points on it. instead level "still" overpowered enchantment up and you literally win the game by lvl 20 no matter difficulty.
This is good enough for me. I will max my Handicraft level just because I can (and as many other skills as I can). This is because it's all part of the challenge and goals I set for myself whenever I play a game which includes a robust assortment of crafts/tradeskills.
In the meantime, there are also many additional aspects of Enderal for me to enjoy.

The way things work now should be easier for people to understand as the previous wording was slightly misleading.
87 crafting + 34 bonuses from gear = 121 => I successfully craft epic tier quality upgrade
70 crafting + 34 bonuses + 17 (potion) = 121 => nope, nope, nope, I only get the previous tier (great of whatever it's called in English).
And are crafting elixirs from this page (Blacksmith's Draught etc.) actually a thing in Enderal? I've never seen them so far (lvl 51).

Oh, and finally, on a side note, do apparitions (phasmalism) benefit from enchanted gear? I ran some quick tests with magic and elemental resistances and they' don't seem to get it.
UPD. nvm the last part (enchanted gear on apparitions). Tested it again and this time it worked. Weird...
you simply dont have the points to reach the next tier. thus no effect on improvements. has nothing to do with the potion. its simply the way the skill handicrafting works in enderal.
not all items on the wiki are found in the game. the wiki is simply the tables from creation kit posted into a webpage. it contains alot of unobtainable items therefore.
I'm perfectly aware of tiers. And having seen your previous idiotic comment I on purpose made my comment detailed and included all the math.
121 is the beginning of epic tier in Enderal.
It shouldn't matter if I drank a +17 potion while having smithing 70 or I just have smithing 87 (+34 from items). The sum is the same.
Just like it doesn't matter if I have smithing 121 or have smithing 106 and wear the helmet of master smith (+15).
The bonuses from equipment can successfully get me to the next tier, but the bonus from the potion can't? This is ridiculous.
And taking into account that smithing potions also don't allow me to craft, say, a crafting 85 item while having only smithing 80 (+17 from potion) that leaves no use for them at all.
P.S. And it's not even about jumping over 1 tier, because when I have smithing 75 (which is tier "epic minus 2", no idea what it's called in English) + 46 bonus points from gear (for a total of 121 points), it still allows me to get to epic tier and craft epic upgrades.
But only equipment has this effect, potions don't.

Then I improved both weapons, but I only used a potion while improving the second of the two swords. The results of my efforts in both cases appear to be correct:

I improved the first Aeterna Sword without using my potion, and the result was Flawless quality:

I cannot say if there's some sort of a bug or issue with Fortify Handicraft potions that is specific to quality tiers below Flawless/Legendary, but I experienced no abnormality in using a potion with these two tiers.
But whenever I tried that potion (several times throughout the course of the campaign), it just never worked.
I suspect that you're very close to the threshold of whichever tier you're currently seeking to achieve, but that you're not quite 'there' yet. ('Flawless' and 'Legendary' are the only two tiers I've seen in my play-through, and I know that the translations for them differ.)
I don't entirely trust any of the tier delineation numbers I've seen cited, by the way, mostly because I believe they've been adjusted or changed over time.
The one I'm most confident about is the 'Legendary' tier (~165/166), because it's right about where I'm at after piling on all the modifications that are currently available to me.
