Either you had bad luck, didn't notice the secondary window, or some mod is interfering with it.

And I'm curious too because at 50 sleight of hand I feel like I've only wasted points on this garbage skill.
I see this second loot window frequently after looting chests. The majority of these chests are locked to begin with, but I believe a few may not have been locked. (I may be mistaken about this, but I'm almost certain I've seen this with unlocked chests as well.) This second loot window usually contains 1-3 additional loot items.
I also occasionally see a message telling me that I've found X amount of extra coins due to my lockpicking skill (which is currently 35, including several memory perk enhancements).
I do not have any learning points or memory points invested in my Slight of Hand skill (my character does not steal unless it's necessary to do so for quest purposes), but I have a 'cultural bonus' of +4 to Sleight of Hand, so it's currently at 19 (15 + 4).
The big stash find is needed for an achievement. 80 hours in Enderal with Sleight of Hand as a major skill and I still haven't seen a Big Stash.
As I indicated in my initial post though, I have seen the 'second loot window' referenced by Cutlass Jack - which was my point.
sadly some stuff like the head blueprint for luckyknight set is also only found in them along with the best 1 handed axe.
With 100 SoH I've definitely gotten them
If you want to force one to happen put in this command
player.setav pickpocket 99999
Then make a separate save before you open a chest for the first time, you should get some type of stash every time you try to open the chest (first time for each chest only) then simply reload until you get a 'Large stash' notice in the top left of your screen when exiting the chest.
Stashes are leveled so If you try this with a really low level character you still may not get one.
there seems to be a basic chance for getting a hidden slot reward (i couldnt find actual numbers on this rate sadly) which raises as your skill goes up.
there is multiplie tiers of stashes. 5 in total. they contain 3 small ones and 3 medium ones and 2 big ones each. that is 8 times 5. so 40 different stashes you can encounter. so your chance for getting tier 5 big 01 or 02 (the setplan and the axe) the memory point book is found in tier 3 big already is pretty damn low overall.
i also found out some chests do respawn and can recontain such a stash. so this is a way to get unlimited memory points atleast theoretically.
but you have to consider that this base chance to even find a stash is limited. and even if you find one its 100% random which of these 40 stashes you get. so unless you savescum like crazy you wont be able to make use of this to farm memory points.
its a bit bad that the luckyknightset helmet is rng based to get. you can suggest this as feedback that its found in a fixed place aswell in thier tracker maybe. as no other set is rng based like this.
This is the absolute most I have seen about stashes on any web search so far. Ill leave this as the answer unless we get some real numbers at some point.
Both of them were 'small' and both were also on unlocked, regular (wooden) chests. (One of the chests was outdoors and one was indoors, if that matters.)
