You sure about that? I stacked all of the smithing boosts I could find and it was just barely enough to reach flawless. In Enderal legendary requires an effective handicraft skill of 164.
Even combining all of the smithing boosts in the game you don't come close to that.
with the % bonuses you can make it.
flawless is easy. 100 handicraft + skragg setpieces is already enough to reach that. there is only 4 tiers in enderal.
there is 9 total items that boost smithing in enderal. 2 are setpieces which share the same slot thus theyll cancel each other out. both are gloves. 1 is a race bonus.
then there is the starpeople helmet of the master smith.
there is a ring with 15%. there is a amulet and so on.
gotta find em all to manage that tough.
normally you would need 164 handicraft which is impossible as there is very few boosts to handicraft directly.
not sure if there is chestpiece.
i think there is packback aswell which boosts it.
it should barely work out with the % bonuses.
you can run into the helm during a quest yes. but its not a direct reward of it.
this helmet is not unique. i know 2 places where its found. 1 is significantly harder to access than the other ^^
