Only with a mod.
However there are lots of similar enchantments on other items, that you can learn when you'll only destroy them. Or if your feeling like cheating, use console to get a copy and disenchant the copy.
is there a "twin souls" equlivant in enderal? (to add 2 enchants to the same item?)
No. Enchanting is powerful enough already. In fact, it was nerfed with one of the more recent patches because of that.
Technically, it works just like in Skyrim, but the "twin souls" perk was part of the skill system that didn't make it to Enderal, and i don't think cheat enablers should be in the MCM. And you can still become very overpowered in Enderal, even after the nerfs.
