Which NPCs have rhetoric option, i have completed story, missed few rhetoric because at the time had low rhetoric and want to get ach, but can't find anyone with such dialogue option.

if your still having trouble id leave it to your next game... if you still keen i think in ark there is a shop owner near the clothing leather and steel shops that you can catch with low skill

if your rhetoric is low you can buy a robe from the clothing guy in ark market i think +12 alos look out of a potion of the same (+6-12) and certain set items give a bonus

to pass most you only need around 50 so that and the robe should cover most
there is a quest *our mark on the world has about 3+*

chance meetings have option to talk your way out but very rarely

if you catch a myrad to farmers coast and walk up to manor there is a bandit leaning on a haystack i think you can use rhetoric there if not the random encounters are like there
any way someone will confirm this

so thats around 4-5 there

im still trying to get this btw and im at 80% and im late into the game

oh in ark there is a quest to something something a vineyard barrel of beer of a brewey thats another one

and you get to sent to silver grove later on during the black light quests

basicly get your rhetoric to 50 and wear your robe while talking to people during quests

Also be sure to scroll down the list of dialog options; sometimes the Rhetoric option is at the bottom of the list and doesn't show up unless you scroll down.

Start a new game and increase your rhetoric level ASAP! I don't know level requirements for any of these below.
I forgot the most of the quests' name, so I'll give a brief information about where you have rhetoric options - this is how I got it:

MAJOR SPOILERS

- when you discover the situation of major's wife and confront the convict in "Voice from the Water" quest, ask him for a hush money, 1
- when you enter the Ark for the first time, the questline of the first person who gives you books has 2 rhetoric options, first at the False Dog when you confront the sister, second when you save the dude from his sister, ask for more money, 3
- when u're about to finish the quest "Revenge is Sour", ask quest giver for more, 4
- the dude in Ark's Marketplace who sells banana liqours and supposedly gives you magicful drink, when you talk him for the first time you have a rhetoric option to instantly finish his quest, 5
- when you open an account for the first time in bank, 6
- golden sickle questline, when you go to save Dijaam from prison, the Guard you will encounter in front of her prison door has a rhetoric option, 7 and in the last quest of questline when you go to theater and confront the mastermind 8
- when you try to enter somewhere(I forgot its name), two bandits ask for money, 9
- when you enter Rhalâta barracks first time, walk around a bit after talking with first seer, go where the Father is and normally you won't be able to pass through there, but Brother Sorrow has a rhetoric option to bypass the invisible barrier 10
- in "Dark Chambers of Our Mind" quest, when you go excavation site, the woman you're going to team up with has a rhetoric option in first talking 11
- after finishing Rhalâta questline, go to Rhalâta barracks once more and ask First Seer for more money 12
- in Duneville, the quest where you inspect a murder, the guard who'll give you the quest has a rhetoric in first talk, 13
- "The Elixir" questline, when you discover the daughter of the fella, 14
- in "Deus Ex Machine" quest, after seeing Calia transform for the first time, when she checks the gold pots someone will come from the back and explains the situation, he has a rhetoric option 15 ~ I unlocked the achievements around my 17th rhetoric option, but in this quest and in this order, there are the ones I couldn't remember, but for further:
- "A Song in Silence" quest where you try to enter Dal'Geyss' Estate, the guard in front of the house has a rhetoric option, 16
- "Our Mark is this World" quest, if you choose Duncan to remain outside, when you encounter him in one of the rooms, 17
- "A Drop in the Ocean" quest, when you talk to Yuslan after following him to his house and learning the truth, 18

One of the Rogue skill tree branches has a Talent called Seducer, that unlocks Rhetoric choices regardless of skill level in that discipline. It's in the Infiltrator branch, but pretty high up. It would probably just be easier to get your skill level up really high, but it sounds like that skill will unlock them no matter what is required skill level wise to do it.

I had tried to raise my rhetoric on a regular basis as the first crafting skill so I think I eventually got all rhetoric dialogues. However to raise rhetoric to Lev 75 at 4 crafting points per level is still 15 levels at least. I think with Level 75 most dialogue checks can be met ,,, though I cannot be sure of that.

Best way I found to get Witty achievement:
1 - Complete "Revenge is Sour" using the rhetorics dialogue at the end
2 - Open console command with "\"
3 - Type "resetquest NQ05_RevengeIsSweet" and press enter
4 - Type "setstage NQ05_RevengeIsSweet 20" and press enter
5 - Complete the quest

Rinse and repeat until the achievement pops :)
