Distant vision is blurry
I can not figure out what settings to adjust. Please help. Everything out at about 100 yards is blurry. It is very painful to my eyes to look at, whatever that fog is out there. My computer can pretty much handle any graphic setting available, but I can't. A blurry game hurts to look at, for more than a couple of hours.

So far I have tried; adjusting blur quality, antialiasing, anisropic filters, toggling on and off vsync, adjusting the details for distant objects up and down, turning off and on VXAA.

As you can see, it's a gradually increasing blur the farther out things are.

If you go to the launcher settings, go to the "Others" tab and then click on EnderalPrefs.ini you should see "bDoDepthOfField=1" under "[Imagespace]".

Try changing that to 0, saving settings and then launching Enderal..

You can probably sharpen things up by adjusting the individual values on the 'Details' and 'Visibility' tabs in your Settings on the launcher (don't ask me which ones or how, though - I'm all thumbs with those things) but honestly, that screenshot doesn't look bad to me at all. I think stuff like the time of day and the direction you're facing has a lot to do with how things look in Enderal (by default, anyway). That screenie looks to me like it's a cloudy/foggy late afternoon.

I changed the bDoDepthOfField=1 to 0, and it seems to have helped a lot. Thank you both.
It is cloudy right then. It's just hard to play, when I have old blurry eyes already.

I agree with you and my old eyes hate blur settings as well. The gray feel of your picture comes from having the gamma or brightness settings too high. For night time you may need it set like that to see where your going. However the brightness settings can wash out colour and vibrancy.
Having a lower brightness can help to have a more vivid experience. See if you have a difference between zero brightness and the usual half way mark.

Something that works in Enderal and Skyrim is using the console to set a weather type.
At least it changes the weather for the next time period. I suggest using the console carefully and not haphazardly. All weather types have codes, one code for a bright sunny day is 81a

So by opening the console ~ enter (and typing)
fw 81a enter (force weather to 81a a sunny day)
~ enter (closes console again)

That changes the weather to a brighter day ... even at night time it will make the stars brighter.
Don't type anything in the brackets obviously

Thank you to Eternie. Although Redblacktree's solution fixed it. The second screenshot I showed was actually the improvement. It's perfectly playable now. I suppose I should have explained that better. I'll post the before and after together in the same post, for comparison purposes.

Depth of Field is one of many settings that are universally controversial to players.

Is it truly an increase in quality or is it just another ravine in the uncanny valley?

Motion blur is also a blight to my eyes, personally.
