AoE3 No sound effects and voice over

I start the game a month ago. I couldn't hear the unit talking and the gunfire sound. I tried reinstalling and it still doesn't work.

Os : windows 11
Cpu : i7 10700
Gpu : gtx 1060 3gb
Ram : 32gb
Storage : ssd WD blue 1Tb
Sound card : creative blaster x3

I assume you hear only music then?
Do you have any mods active?

And reinstalling probably has this effect already, but have you tried verifying the game files? (right click game in Steam -> properties -> local files -> verify integrity of game files)
Also (maybe obviously), the in game options menu lets you change different volume settings independently, is that all set up correctly?
