United States - Bear Flag Revolt and Settler Wagons

The United States 'Bear Flag Revolt' flag is supposed to turn villagers into Californios. Californios were previously a renamed revolutionary, but they are now ranged cavalry.

Settlers, Coureurs des Bois and Cree Coureurs all transform into ranged cavalry Californios. I haven't checked Pilgrims.
However, if a player has Settler Wagons gained from the German Immigrants card (or from German team cards, presumably), these are instead transformed into Revolutionaries (not named Californio) - 1 where the Settler Wagon was, and 1 delivered to the shipment arrival point per Settler Wagon.

To reproduce:
1) Start a game as the United States with the German Immigrants card in the deck.
2) Send the German Immigrants card and either train, or generate through building mills, some Settler Wagons.
3) Advance to the Industrial Age by selecting California.
4) With a Settler Wagon alive and in play, send the Bear Flag Revolt card.
5) The Settler Wagon will be transformed into a generic Revolutionary and an extra one will spawn
