Because it's faster and easier to make a civilization in AoE2, on top of that game being out for 26 years.

Because AoE III: DE has revolutionary civs, much bigger and more complex tech trees, has a lot more unique units for each civ than AoE II: DE, each civ is required to have a unique leader personality for skirmishes, civs are harder to be made on AoE III: DE than AoE II: DE, and while AoE III: DE has potential for adding more civs (such as Polish, Danish, Persians, Koreans, Omani, and etc...) I do not think that Microsoft and World's Edge care anymore about this game for the most part. Also, some civs on AoE III: DE (such as Filipinos, various African civs, Pacific islanders, Australians/Aboriginals, and etc...) cannot be added for this game's time period as official civs because of colonization.

same as the previous 2 comments, and one big reason is because AoE 2 is way more popular than all other entries in the series combined, 2 is not my favorite one but thats the reality.

Symmetric civs are easier to make.
because all of them are copy paste outside building models, passives and the one UU (two if lucky) you get

They're most certainly not "copy paste". That's a thing parroted over the years and it won't become true the more it is repeated. :)
Less DLCs overall. Some AOE3 mods like the Age of World mod or Wars of Liberty mod features tons of civs. AOE3 could have had a lot of potential in terms of adding new civs.
