US DLC locked despite being purchased.

I purchased and installed Age of Empires 3: Definitive Edition after two years of waiting out the initial storm of troubles. I was stoked to try the game out after having played the original since 2005, and having dug my claws, so-to-speak, into the mod "Wars of Liberty", which took me by surprise.

I wanted to complete my collection of the civs - the ones I'd had my eye on and knew something about - and so I bought the United States and Mexico DLCs, and decided to bend and get the Italians and Malta since I knew the Italians were originally supposed to be in the game.

I played a few matches with each of the civs, enjoying the Italians and United States a great deal. Mexico is super fun but there's so much going for it that it's hard to really pick so I'm left in that consideration phase.

There's a lot of fun to be had with the US civ, and I've been wanting to play it more lately but these last five or so days have yielded nothing as for some unknown reason the civ is locked on me despite being leveled, named, decks created, and all that jazz.

My game is fully updated, I have purchased the DLC outright, I have no betas to opt into or out of, I've tried uninstalling the game and re-installng the game, I've also tried checking and unchecking DLC(meticulously trying all combinations I could manage to see what would work and did't work). I went into my firewall settings and made exceptions, I searched thoroughly across Google and, primarily, solutions have come for those who use the Windows Store, which I don't use, clearly.

No other DLC is locked. Only USA.

I've been excited to finally sink my teeth and claws into the Definitive Edition after a long wait and I would really appreciate a solution to my problem. Anyone know what the trouble is?

I don't know how to make them unlock. I've had the DLC since release and it's always worked before. I've played many games as the USA - got a level 50 home city. Now, suddenly, the DLC shows as unpurchased.

Yeah, that's what I'm saying. I have been playing the civ and trying to learn it, and get a good feel for it and have fun like I do with the Dutch, among other civs. I was getting the hang of one of the build orders and wanted to keep practicing and then, boom! - it was gone; locked behind DLC. What a bummer.

Trust me, I tried everything I found through google, AoE forums, and steam discussions to fix it and nothing. I don't even have any "beta participation" to opt out of which seems to be a significant factor. I don't even have access to the workshop via the Steam page so how to I even get mods to 'disable' to make it work too?

Hopefully, something is found.

Please perform the following:
- Go to account settings and deactivate the participation of Steam Beta via Steam Client
- Verify the integrity of the game files via Steam

You should be able to access DLC content without any issues

This is what support send me, it did not work never used steam beta, so still waiting for a solution

I have the same issue. Bought game and all dlcs on October 26. Never in any betas etc. Verified files to no effect. But I did install the Nov. 16 steam update. Literally only thing I changed.
