Always destroy forts as they come online, those cannot be rebuild and they serve as a launching platform for the ai's attacks, i find the ai's attacks increase when they have forts and destroying them gives some breathing room.
If you reach age 4 you have to asses the situation, if you think you can break trough but not defeat him than go for his factories first, they cannot rebuild those, target villagers after that. destroying barracks is nice to stop them from training men while you attack but they can rebuild those easy, villagers take a longer time to replace, and most important in decreases their income.
Losing an attacking army is no problem if you have the resources to rebuild them easy, taking down their economy is always good, even if it costs you your army.
last you mentioned you play the Brits, they have good grenadiers cards, 4 in total, 1 increases attack, 1 defense, 1 does both and 1 gives them grenade launchers, they are weak against cav but they destroy infantry and buildings.
The brits are not really a great rushing civ, sure they can do it but they are better at booming. try to out-preform the dutch economy
