sadly the UI of THIS version of the game does not allow 40 cards.
in the past one could cheat and in the gamefiles edit the cityfile.,
you could change the lvl of the city (and so unlock all the cards without having to play 50 times with that civ)
but also edit what cards are currently in your deck.
you could add 12 cards per age doing it like that (there fysically is no room for a 13th card.. )
so you made two civs.. each with 6 cards per age.. and that copied the data of the one to the other so ingame you had a 44 tech civ.
this kind of savegame editing this version of aoe3 has made impossible.. the steam ui resets your city to lvl 1 and removes all your decks if it detects any tempering sadly..
ok I only knew the old cdrom version of modding this game by editing the homecity file on your own pc and was anoying the steam UI had rendered it no longer possible...
(when i edit the installed gamefiles /savefiles on my own pc.. aka edit those textfiles... steam will delite any changes made to them upon launching this game)
so they added the same way to add mods to this game as aoe2 now.. ok.. still wonder how one CREATES such a mod than.. but good to know it at least is possible...
but I guess the 48 cards.. the engine cannot handle (the old cheat.. that worked by copy parting cards in your deck from one savegame to another would circumvent the limits not alter them.
so you would have a deck with 48/25 cards, not 40 cards to pick.
and 12 cards per age.. as since fysically a 13d card in the same age would not fit.. it would not show as it would be hidden behind the "box"
when I just open my game or savegame directory..open the xml fil and edit my homecity in any way..
the game bugs... big time
it will wipe the file upon launch I altered.. and replace it for a lvl 1 blanco one.
this rendered me unable to edit this game as was possible in the past.
I still can EDIT the xmp file.. but the game won't let me boot with an altered xmp file but will delite what I altered and replace it with a newly downloaded default lvl 1 file if it detects ANY files have been altered since you last ran the game.
so that leaves me to wonder how it is even possible to mod at all.. since well if the game DELITES your xmp if altered upon launch...
