To set unit upgrades, you need to select on triggers -> Insert -> Have the trigger on "Active", condition on "Always" -> Set Effect Type to Set Tech Status -> Now you have to navigate the very long list and search for "DEImperialUSREGULARS" or if you want the whole civilization Post IMP look for "DEPostImperialAmericans".
To spawn in units there are several ways, you can place it using the place object and selecting "INF Regular".
Define it using the ARMY editor and deploying it using ARMY related triggers.
Spawn it through Trigger -> Unit Create Multi (There are custom triggers that are better than this and much more flexible) -> Search for "DERegular" on a even longer list that is painful to navigate -> set an area to spawn it and how much you want -> The heading parameter is optional ,it basically how the unit will face.
Setting up the civilizations by setting tech status " DeAge0Americans" and building the units from their barracks. (It will also mean you be playing 2 civs at once) or you can just change the player data to United States.
Also some units have different name to their strings, such as Hakkapelits being called finnish rider and Carbine riders being called USCavalry. You can spawn the unit through the object placer and check their editor name through object info. Or you can search it through the protoy files.
Also "DEImperialUSREGULARS" tech only researches the imperial tech, not the prerequisite such as Guard and Veteran. It much easier if you just set up "DEPostImperialAmericans".
