Buying the Base Game will not include it (and is probably not even needed for it at all). Complicated, I know :D
There might be a sale for Steam Strategy Fest starting next monday, lets see.
I like the game mode too, only wish the AI was slightly less relaxing on the maximum difficulty setting. They never buy the economic packages, it seems...
So, you mean it's enough if I get that DLC it will unlock tycoon?
And how popular this mode on multiplayer? I mostly suck against other players in standard Skirmish mode. :D

I haven't tried it. But yes, I think that will be enough :)
And btw the full version of Tycoon is essentially that you have more options for how it plays (timeout, or until reaching a certain score, some toggles and all difficultiy settings)
I rarely play multiplayer, but I don't think tycoon is played online much. MP players are usually more into ordinary Supremacy or Treaty modes that have been in the game since the old versions.
Depending on your skill level, it might not be a big problem with the AI, it's not horrible, but yeah I personally would like if it got buffed a bit :) But for relaxing eco focussed play it works well. :D
I wanna clarify, did I understand correctly that if I did not buy this DLC(Knights of the Mediterranean), I cannot get these 5 achievements associated with this DLC?
Tycoon Mode rarely gets hosted from what I have seen.
I can't test that. But you can easily test it - there is a limited version of Tycoon mode available without owning the DLC. If you play in that and build 3 additional Town Centers additionally to your starting TC, do you get that achievement? Maybe delete one TC and rebuild if you don't get a total TC limit of 4. If you set startnig resources to a high value, it can be tested within a few minutes.
If the achievement does not already appear during the game, make sure to end the match by resigning (or winning) before quitting to be sure it gets counted.
But generally, I believe every DLC (except the USA) has some achievements for which you need to own that DLC.
