Could try the Dutch, they get skirmishers early. Not the strongest skirmishers but they have an incredible late game economy. Good halberdiers to counter cavalry too and get get those early too if you pick the right politician to advance.
Villagers costing gold is a change, but they can get gold pretty fast once gold starts rolling in and villager shipments can help early production, and this does let them gather food faster for the first advancement since they aren't spending it on much else other than market techs at most in the first age.
And banks really let you not rely on gold mines much, you'd have some up once the goldmines near your base is gone.
FIRST ADVICE: keep producing setters for your TC. in age 3 try to build more TCs if you are not getting pressured to much.
Specifically for aoe3, you need to age up quickly to age 2 and you need to learn unit counters. Ottomans usually make musketeers ("janissaries"), with are weak to crossbows/skirms. They also have hussars and abusGuns and grenadiers age 2 so you should not just span crossbows.
SECOND ADVICE: age up to age 2 asap (every non dutch/india civ only gather food until you click up) and make either (1) musketeers or (2) crossbowmen with a few pikes.
Ottomans get free but slowly created settlers. Therefore they are very strong early game, then get weak mid game due to having much fewer settlers (and settlers from other civs paying off). Late game, they are decent/good, but nothing impossible to handle.
THIRD ADVICE: dont be aggressive in age 2. Do not hesitate to send one or two crossbows exploring to scout an attack, if you are not getting attacked. If the Ottomans go to age 3 while you only make age 2 army, you will be in trouble.
One question btw: do you play a specific civ ? If you play one or two civs:
- it is easier to advise about how you can counter Ottomans
- you can learn good build orders and the best cards to ship from hometown to have a better start of the game.
- you will get used to the civ and play it better, just like many players main Ottomans and get good with the civ.
