exactly - it is things like this that cause people to have a low opinion on treaty games being balanced. When a i play 3v3 4/4 supremacy and i See Mexico is on the other team i really push for ev1 to rush early because that is the last civ i want to see booming.

it is a card worth using, helps your soldados to get flat out more dps if u using them a lot
