Cant rotate camera left/right

It wont let me use the arrow keys for this purpose as I rebinded wasd for camera movement, so I tried alt+left/right and also shift+a/d and neither rotate the camera. Interestingly enough, these keybindings aren't conflicted as I just spent 10 minutes clearing out them all manually (their should have been a blank hotkey template to start off with), and it those key combinations only seem to move the camera, not rotate. So this seems to be a bug. Camera rotation hotkeys are moving the camera and not actually rotating, like in the old Aoe3.

enable camera rotation in game options

There is a toggle in the settings options>game options >in game >camera rotation (second one down) will allow you to toggle it on. I do find it weird that it is not on by default.
