To age up, you elect 1 of 5 Parties, and you can combine them too: age up with a different Party in each Age, or choose the same Party for all 4 age-ups, or anything in between.
The Parties all have different playstyles and unique features, so the civilization is basically 5 civs in one. The Workers' Party is industry-oriented, but suffers from a food shortage, the United Opposition hyperfocuses on Natives, Outlaws and Mercenaries, the Our Homeland Movement is nationalistic and focuses on border defenses and can even imprison and execute its own citizens for various gains, and so on.
Oligarchy comes with a full set of unique HC cards, plus each election/age-up adds 2 unique HC cards as well as 2 unique techs in the Parliament for that game - sometimes more!
Oligarchy is fully voiced, and offers a unique Hero for each Party and some hidden Heroes available through certain techs, who are all based on IRL politicians.
OligarchyMod is mainly satire, but it guarantees gameplay enjoyment and is more or less balanced. The civ overall is better at the late game, much like the US, but its unexpected tricks will definitely surprise and baffle opponents. Unless you're from Oligarchy IRL, you'll probably miss 90% of inside jokes or cultural references, but it's a fascinating civ to play nonetheless.
In creating this mod, Ropi336, author of Eastern European Civilziations was of great help. His mod adds 3 civilizations, less unique but more historically accurate, into the game. Sadly the mod is in bit of a disheveled state right now, with incorrect icons or text hanging around, and is probably not compatible with the current version of the game. However, he's expressed his intentions to get back into modding and update his mod to a fresh and patched state. Whenever that happens, I can certainly recommend it to play!
