The counter does not mean anything.
You have to make all buildings
and then wonders in different orders.

Don't forget the dojo for japan, you have to ship it from the home city, this was my last building after going throgh the whole list 2 times.

built everything based on the list 2-3 times. still no luck :((

Try building all 15 of the the Asian civ wonders during the Exploration Age. Has worked for me and many others.

I unlocked this achievement just now, turns out that the dutch bank doesn't count when it's built by the US or Japan, you have to use the Netherlands.

special thanks to @meanlulu. i just unlocked the achievement by building a Saloon using USA civ. I took a close look at the list from the guide, and that is actually what i am confused at the beginning: the list says "Saloon" from euro civ, however it was replaced with 'Tarven' in the definitive edition, USA civ has the original "Saloon", so i build it and finally got the achievement....

I just checked the update log from the day the US civ was released, as I thought, that's when they've made saloon exclusive to the USA, this guide was perfect until then, now it needs to be updated.

I also unlocked this achievement with the US Saloon. My first US skirmish match I used an Advanced Saloon card. My second US skirmish match, the achievement unlocked when I built a Saloon, with no Advanced Saloon card in play. I guess Advanced versions of buildings don't count.

I am posting here because this is frustrating, but I just got the achievement. Aside from building everything you can, I just want to highlight a few key buildings that can be missed:

1.) Build very wonder ONLY in exploration age. Restarting/resigning should be fine.
2.) My last building was a field hospital, but from the surgeon card (British) and not Malta.
3.) Dojos and shrines for Japan.
4.) Inca fortress (card).
5.) USA saloon, meeting house, and capitol building.

That is tragic, because I'm pretty sure the achievement for building all 15 Wonders does not require it be the weakest version of each...?
