There is also an option added to a recent update that lets you play a scenario from the Skirmish menu, but in my experience it can be a bit wonky. I'm not 100% certain of the tweaks that the Skirmish menu does to custom scenarios, but I think it was designed to allow changing civs of the different players, which can be awkward for scenarios that don't use the default civs (like mine). So that's another option, but beware of glitches.
(I sort of hope we get a dedicated custom scenario loader at some point, but I'm not optimistic at the moment. Being able to load data mods without a restart is my bigger hope.)
