That it is the Habsburg flag is of course correct. Or a real mistake of a graphic artist...
Habsburg = black and yellow. Prussia = black and white

diverse games sind nur spiele versuchen aber einigermaßen korekt dargestellt zu werden`...und an einer flagge soll es ja wohl nich liegen^^
That said, yea its a wrong and failed decision to not name it PRUSSIA wich would be more fitting for the setting. Other than that: Why cant i turn Imperial Germany as Germany? Add some flavor here! Oh and Japan is still called Yamato for no reason....
It would be cool if each Age up lets you branch off into a different section of your civ. So for Germany you could pick a path that leads to Austria or to Prussia and much like Britain turning into USA or Canada would be cool or just staying Britain.
The flag they use now doesn't match the Home City...in the wiki page the capitol city was either Vienna or Prague since that is the Habsburg Monarchy's flag.
While the Kingdom of Prussia had its capitol in Berlin.
