What video card would someone need to gain access to this function? What monitor would someone need to gain access to this function?
Raytracing allows the realistic calculation of light in real time. Here is a demo that shows marbles reflecting light on a table at night. Every surface reflects light in a different kind of way matching its physical material properties.

Imagine having an RTS game in which terrains, trees, stone, gold, water, ships and everything reflect light in a realistic way. Even the shadows of each units from the sunlight or large soft shadows could be calculated in real time.
To get Raytracing you need a NVIDIA RTX card or AMD RDNA2 card. Anyway, you can always turn it off and go back to the normal graphics.

Of course you would be excited if you would see AoE DEs and AoE 4 with Raytracing. The meme of "buys 2080 - plays AoE" would be finally done. You would see everything way better illuminated and the shadows would be much better. Also, the 3D units would look awesome because skin reflects light in a different way than plate armor for example.
What drugs? It is not impossible. AoE 3 DE has detailed 3D units. Also, Basic Raytracing is not that hard to implement.
What would you want to raytrace in a 2D game?
Look, you can have multiple angles, 3D room perspective and rays in Age of Empires, too. There is no day and night cycle but it is not neccessary at all to see the benefits of Raytracing. (Although night missions would look awesome.) You should look for information about Raytracing!
It improves the depiction of everything that is illuminated in any kind of way because material properties can be shown in a completely new way. (cloth, leather, plate, stone, ...)
Even if you zoom out as far as possible you will see all the details. AoE 2 DE supports 4K. If Full HD is not enough for you, get a 4K monitor. But you can zoom in anytime and most players I know play in a middle zoom because micro management is way too hard if you are completely zoomed out.
Well, I guess it's possible then. The engine is old tho and would require a lot of tailoring re-coding.
