Game wont install

I pre-ordered the game long time ago and finally got an email with download link and a key to the beta. I downloaded the game which was a mere 2 megabytes, and launched it. I got an another installer that started to install a patch 1.2. It ran very quickly at first but then I got an error in russian, and the whole thing shut down. I tried to install it again, but then it got stuck at 15%. I uninstalled the whole game and reinstalled it, but the patch gets stuck at 15%.

Is there anything I can do?

GeForce RTX 2080,
Intel i7-9700K,
16GB RAM,
Windows 10 Home, Build 17763

What report? I can't use the in-game report tool since the game wont install, and I can't reproduce the error. It's only stuck at 15% every time I try again, even when uninstalling and reinstalling.

I reproduced the error. I will send screenshot to the email.
