Or are you at the part where the game starts launching but you see only black screen for a very long time? This was what happened in my case. If so, and you also happen to be running Windows 7 SP1 like I did, then you need to install the following Windows updates:
- KB2656356[download.windowsupdate.com]
- DirectX 11.1 as part of a W7 SP1 platform update[www.microsoft.com]

Some users have reported that the F1 2019 game crashes on start-up if using an NVIDIA Ampere based GPU (eg RTX3070, RTX3080 or RTX3090). The exact cause is still being investigated but it is believed some unused NVIDIA libraries that are included in the game package may be causing a problem.
To avoid the crash, please follow these steps.
Locate the game directory on the system hard drive using Windows Explorer. The easiest way to do this is to open Steam, navigate to Library, then right-click on “F1 2019” from the list of games in the left-most column. Then put the mouse over Manage and then click Browse Local Files.
This opens the Windows Explorer file manager showing the F1 2019 files installed on the system hard drive.
From the file list, locate these two files and delete them by selecting these two files (and only these two files) and pressing the DELETE key on the keyboard: a. nvngx_dlisp.dll b. nvngx_dlss.dll
Close the Windows Explorer window.
Launch F1 2019 as normal.
I have the same problem. I deleted the 2 dlls and the game starts but when I close it, I become the same error again.
