I am not running any application that interferes with F1 2019 in Multiplayer mode. I think you are correct about the sound. Back at the Codemaster Forum another user complained about the same problem as me.
I have read several reports on Steam about the case I cited, and now there is one more that is you.
It seems that Codemaster took Directx 11 out of Multiplayer mode without Dx 12 reaching 100% efficiency of Dx 11. And it only has a month of release.
We look forward to this urgent Codemaster fix as Steam is a sales representative.

The "tripping" ERROR OF MULTIPLAYER MODE IMPEDMENT IS IN USE OF DIRECTX 11.
As I said before, the Dx 12 is unstable and has not reached the gameplay efficiency in sharp cornering braking compared to Dx11, this one (Dx 11) is 100%.
Therefore, DIRECTX 11 IS 100%, while Dx 12 NEEDS TO IMPROVE MUCH EFFICIENCY IN CLOSED CURVING BRAKES.

Actually the DX 11 was not updated, it was taken out only in Multiplayer mode. Instead, Codemaster should make the DX 12 as efficient as the DX11, especially in tight corner braking. I know this is a problem, because I have done a lot of testing using the Singapore track and other tracks in exactly the same weather and car settings in Career, Time Taken and Grand Prix mode.
And I also tested it with the setting with Maximum Air Pressure.

Realmente o DX 11 não foi atualizado, foi retirado apenas no modo Multiplayer. Ao invés disso a Codemaster deveria tornar o DX 12 tão eficiente quanto o DX11, principalmente nas frenagens das curvas fechadas. Sei que é este problema, porque fiz muitos testes utilizando a pista da Singapura e em outras pistas exatamente com o mesmo clima e as mesmas configurações do carro no modo Carreira, Tomada de tempo e Grande Prêmio.
E também testei com a configuração com a Máxima Pressão Aerodinâmica.}
