Question about fresh soft tires when you pit
In some races I can qualify fast enough on mediums to get to Q3 because I want fresh softs when I pit but every time they are used soft tires that are put on. I've tried not using a set of soft tires during qualifying hoping I can use that set when I pit during the race but when I pit I get used soft tires. If anyone knows what to do when you use mediums during Q2 to have a fresh set of softs I would really appreciate it.

The rules hold back a set of soft tyres for Q3, which will be given back after Q3 and can therefore not be used in the race. This tyres are the softs which is at the right side and which are grayed out for Q1 and Q2. If you want to save a set of soft tyres for the race, than make sure, that you're saving one of the other tyres and that you definitely use this specific set in Q3 (and you don't need to save your rubber here)

I was wondering if something like that was going on but for whatever reason I never bothered testing it.

During qualifying I only use 1 set for Q1 and 1 set for Q2 so for Q3 I have 2 sets of fresh soft tires and then I just use one of those but I still don't have a fresh set for the race. Are you saying I need to use a specific set of soft tires in Q3 (since I have 2 fresh sets of softs in Q3)? Im very familiar with the F1 games this is the only thing I havent figured out.

As I understand it, yes. You have a set of soft tyres that is reserved for Q3, just like you have a set of mediums/hards/inters/wets reserved for the race. And apparently you have to return those Q3 tyres, wether you used them or not.

Yes, you're right but if you don't use them you still do not get a fresh set of softs during the race. In real life a team can keep a set of unused soft tires for the race but I have yet to figure out how to do it in the game. I appreciate the response, I will try different things and try to figure it out, have a good day.
If you're going for the balanced compound selection, you get

S* - S* - S* - M* - S** - M*** - H***

* These four tyres are there for your qualifying, but will be taken over to the race. So if you want to save a set of softs, then make sure, that it's one of these 3 sets, not the 4th one hold back for Q3

** this specific set of softs is reserved for Q3 for you to push without saving the tyres. So definitely take these at some point in Q3. They will be given back after Q3, so it doesn't make sense to not use them.

*** Reserved for the race, of which at least one of them must be used at some point

So make sure, that you keep an eye on the tyre selction window, when you're putting on tyres in qualifying. The game doesn't tell you, that the rules work this way and won't warn you, that you can't take this specific Q3-set into the race. You've to just know it.

You sure about this? I have done some M/S strategies and that was no problem. I'm pretty sure you just have to use two different compounds.
Well ok yeah^^ The game takes it a littlebit easier with the rules and just checks, if you used two different compounds, at least in 25% or 50% races. I didn't check, if it's the same for 100% though.
Are there no exceptions to the mandatory tyre rule for the top 10 qualifiers? It just seems weird to me that someone who qualifies on mediums would not be allowed to do a M/S/S strategy with used medium tyres for example while the rest who start on fresh medium tyres would be able to do so. It also means that the S/S/M strategy would be a viable strategy while a M/S/S strategy is against the rules. I feel like the order in which you use the tyres shouldn't really matter in those cases.

Ok, it looks like there is something like that. Both Mercedes last year in Russia did a M/S strategy. On the Pirelli site it states that every driver needs to reserve a set of soft tyres for Q3 but regarding the race sets it simply states that each driver needs to have both sets available.
