I think someone doesnt understand fuel mixtures
I seem to remember people having problems if they skip it.
Another possibility is if you run the test with altered fuel consumption (my guess is high)
I've run into this problem only once and that was when I was struggling to reach the race simulation times so I cranked up the fuel mix.
I started the race a few laps negative but luckily by running in lean for most of the race finished.
Its probably worth testing.
This has been flagged up a lot last year. If you search for F1 2018 fuel bug you might find a solution that works.
If nothing works probably best to log a support request over on the codemasters forums. Freya is quite active especially close to launch.
In some races in real life where drivers are at full throttle for a large percentage of the lap, fuel saving to reach the end is a necessity.
Max fuel of 110kg at one track might easily be enough, but at another more demanding track you will need to use low fuel mixture at some points of the race to make the end - just like real life.
If the monitor shows you would not have enough fuel to complete the race on normal fuel mixture, that just means you will need to use low fuel mixture (or lift and coast) at some points in the race which is realistic.
