You just have to wait a while for pack wolves to disperse from their packs. Males will be more likely to than females.
Once that season passes many of those wolves have either found a partner, died, or went back home cause they hadn't found what they were looking for.
For pack wolves, certain actions will provoke them into being aggressive towards you. This can be killing packmates, howling in and marking over their territory, and you'll have to wait a few days for them to cool off. So courting a pack wolf is trickier as you kind of have to scan for them from outside their territory, then go after any colored wolf icon with a heart that you see. If you can't find any you may just have to wait a bit.
I didn't realize the cooldown was that long. I saw in an old patch note that botched pack wolf courtship had a 4 hour cooldown.
I had a chance to court a pack leader but didn't have Learn to Hunt on that wolf yet. From there just didn't leave them alone long enough for her to not be mad at me.
