When does the game decide how many puppies you're having?

I'm trying to rig up for Full House and Clown Car and need to figure out what stars/RNGS/save times I need to keep re-trying the RNG for them.

I could be wrong but based on what I've seen and read, it seems that once you start nearing 20 wolves the game starts reducing litters, and pups are more likely to disperse. But someone would need to confirm this.

I meant for like the first litter, when does the get set how big/what genders your pups will be?

Litter size, gender, and coats the pups will have is rolled in winter while the female wolf is pregnant with the pups (so basically at conception).
