Same two dispersals!!

I have a few wolves so far and three already have mates that I chose from the first few dispersals I came across. So I decided to make another one where I’d be more picky with my mate’s coat/personality/etc and most likely reject a good 10 or so. I finish the elk quest, and go to sleep near my carcass. I wake up and there’s two dispersals from the same pack. I do a bit of courting with them to see their personalities and decide I’ll pass so I growl 3 times and they leave. Okay cool. So I travel around some more, hunt, and try howling this time....aaaand the exact same dispersals are back with hearts filled half like they were. I growl them away again. Hunt again, sleep/howl, AND THEY ARE BACK, growl, they leave, repeat. This repeats like 10 times and I am getting annoyed. Why do they keep showing up and no others? I even tried accepting the trial period with one and growling them away but THEY CAME BACK AGAIN STILL. Is this a glitch I need to report, or is it normal with a way to fix or something? Thanks!

it might just be the game, all that they want a mate and such and so they keep coming back, or maybe a bug

But why would I not encounter any other dispersals then??

have you tried walking for a while away from them? it's possible they've just been travelling the same area you have

yes I have! I’ve tried moving all over the map and sleeping/howling even in established pack territories and literally the only wolves ever to show up are those two (besides the aggressive pack wolves). And each time I growl three times and move very far away but that always come back and no other dispersal wolves.
