Help with "You have Chosen... Poorly..." Achievement

I've been wandering around for hours trying to find a one-star mate to get this achievement but haven't had any luck. I've even tried reloading a new save/map but, nope. Nada.
Keep in mind I made a new wolf for this one since I want several achievements in the same run to save time, so it's a two-year old wolf. Does this star rating just not spawn until you get the "Youthful Prowess" Age Perk, allowing for more court-able wolves? I've only seen one-stars under this condition, but I also sometimes have extremely bad luck...

Am I doing something wrong here, or is it really just a matter of luck and I need to reset my map again to get another respawn of mates?

You need a black wolf do to this. Black pairs usually have 0-2 stars.

Get a black coat wolf, find a black coat mate. Simple. And what I know, theres LOTS of wolves with black coats if you have the dlc.

Black wolves seem to have a higher rate of less stars, but I personally have found four star mates with some of mine.

Are you checking the pack wolves? They seem to have less diversity due to not being from outside the area.
