Without it you're going to be completely locked out of the game every time there are connection or server issues.
Im going to go through what I did and what happened to maybe bring some insight
Based from the available info on this bug, you can do the following :
Clear Download Cache
Verify Integrity of Game Files
Use another form of internet
The one that usually works is checking your firewall and allowing Steam or B4B to run through it. You may also try just turning it off to see if it works. To check if your firewall is blocking it or not, just go through your Network Settings>Firewall and Network Protection> Bottom left corner highlighted in blue : Allow an app through Firewall.
Now if ever you tried everything and it didn't work, there are 2 things that may fix it but I cannot guarantee how long it will take or if it will work.
How my B4B fixed this bug :
Whenever I log on steam, I get a warning that I am unable to connect to Steam Cloud and I am given two options :
Retry Connection Start in Offline mode
If you go for Offline mode, you can simply log out your account, log back in, then you're in
Or just Retry Connection then you can go past it
Now, if you're getting this error and you're able to go in steam by doing the things above, then we had the same problem.
You can run other games even multiplayer, even godamn LFD2 lol.
So what happened to mine is when I decided to log in Steam, it gave me a firewall question if I wanted to let my Steam through my firewall and if it was safe.
I pressed yes and another popup for firewall about Steam came up and I also pressed Yes

I recommend you NOT to do the following as it may place your PC and Wifi at risk
Take it with a grain of salt and decide whether it's worth the consequences if you receive any in the foreseeable future.
Flush your DNS
Change your Mac Address
Please use third party software for the latter to ensure you're not changing your Mac Address to worsen your Internet Connection.
And lastly if all fails
VPN
Guess you'll have to pay so you can use something you payed for
