Ban wasn't on steam, mate.
There was a single player indie visual novel that once issued out VACs because people were cheating to get an achievement that required you to physically mail them something. People didn't want to dox themselves (you didn't get the achievement back unless you got a letter back and they refused to send them to PO boxes) so people started to cheat to get the achievement that should never have been approved by steam (this is pre-greenlight).

I think the term "Support Team" has no value. Out of every steam ticket I ever made or first party ticket, only Blizzard responses feel and read like a human being is behind the keyboard. However, every single other Developer Team or Moderation Team ticket is robots. Nobody cares about the average player anymore. I mean nobody.
but you shouldn't forget that the classic player request is often something you can't really work with.
e.g. a quality bug report includes as many details as possible, like debug-info, log files, reproducabilty and so on.
But the classic bugreport from player is: MEEEHHHH DONT WORK FIX IT !!!!!!!!!!!!!!!
Even a robot can't work with this.
And why should a dev put more effort into an answer as the player in it's request?
Maybe ops request to the official team was nothing you can work with and he should try it again with as many infos as possible to proof any communication is worth it.
