Are you referring to Legendary accessories, attachments or weapons? When referring to Legendary Weapons do you also mean the Blue Named weapons? With regards to Attachments are you referring to the normal Legendary tier attachments or the Named ones? Either way here are some notes from the June 2022 Update:
General
- Weapon drops have been rebalanced to better scale with the Full Deck Draw feature.

Depending on the game and the model the devs are going for, you're generally going to either have content released as it's designed, or in the case of online heavy games (namely MMOs but also plenty of games with primarily online play), new content will be released once 25-75% of the playerbase has reached the new "endgame"....25% if they want to keep the majority of players scrambling for newer, ever-out-of-reach goalposts, and closer to 75% if they want most people to complete most of the content before the next bit.
No matter what the model is, the leading 1% of diehard, rush-to-the-end players are ALWAYS going to be completely done and have explored all possible content before the next content comes out.
I realize
that full deck draw means more people are playing higher difficulties because B4B is overall easier
Regular NM players are bored by new players joining their games without having any clue about what to do
So people are switching to offline mode
Bots are now OP (no trauma, high damage resistance, unlimited ammo, perfect aim, 360° vision, can shoot while running, etc...) and invincible with the legendary defibs/medkits with unlimited uses
NM with un-killable PGM bots means no challenge anymore
People then move to No Hope and farm it with all Cleaners because bots are OP (see above)
Then eventually get bored of the game
Then start a discussion on Steam
I think TRS is using the wrong design philosophy. Ask yourselves what is so wrong with gaining an edge from diving into ridden hives? It's a risk reward situation. If there is not an adequate reward of going into a hive and risking your run then players will just avoid it. People are getting fed up with TRS's attitude about how people should play.
Wow, so people made the game easier for themselves n now want more content? Ill take my time with this one then
getting the BiS attachments or purple weapons in the early act also means you have no real gear upgrades anymore in the run, nothing to look forward to
the design philosophy is completely fine and justified.
Then why add the hives at all, what is the point of them? The only thing that is getting trivialized is the hive because players will just skip it. Just like the OP said you can stumble through the act with burn cards until you find an upgrade. I already have all the cards so no need to ever go into a hive again. I'll eventually find an upgrade in the field or buy my own attachments, but i may not even do that because the way attachment swaps are handled that again punishes the player. I have passed up on purple guns because my blue had better attachments. The hives just doesn't add anything to the run, and all I really care about is surviving through the act. If you give me my favorite weapon early enough to have fun with it, then thanks I appreciate it. I'm not going to risk my run for blue gear though.
