I actually blocked him from both. Yet he's able to join Fort Hope and matches at will.
If they're on your friend's list they can join you freely even in private matches, so ensuring they aren't connected to you there and playing private exclusively is an option, but you can still randomly queue with them in public lobbies.
However, private lobbies don't seem private. I've had randoms join multiple times and players that can force a connection through friends lists or certain elements of steam can ignore the restrictions. Basically, there's nothing to do.

If this bug occurs after a few rounds, so isn't that big of an issue, after a few rounds I can recreate the lobby, or restart the game.
He's just a common default ♥♥♥♥♥♥ player. He couldn't handle 1-1 in Nightmare, he died before the BOT, and then cried a lot because I was dealing with a wave of Tallboys while he was dying. This happens, there are a lot of ♥♥♥♥♥♥ players playing Nightmare, this is why I would love Nightmare to be blocked and only accessible after completing all maps in Veteran.
