Ukraine Humble Bundle key won't activate (country blocked)

I'm out of country but I pay steam with my local card/currency. I really wanted to get this game but the code won't activate. Was the restriction based on my current location or was it based on the currency I pay steam with?

Any tips on how I can get the game in this situation?

Neither steam or HB can help in this case, HB sells you keys from bundles that sometimes will have region lock, so depending on what country you are in, yours ( Qatar ) is ME -middle east-

region locks for B4B are these

EU, Asia + Oceania ,North America, ME / Africa, LATAM, China

unfortunately yeah. i had to ask my friend froum eu to open a steam and activate the key for me. im playing there now and game is fun.

Unfortunately, we cannot make any changes to your region or your keys if you were provided the correct keys. You have purchased this game from Qatar, you're responding to us from Qatar, and you have never purchased from us from the Philippines. To properly redeem this key, you will need to correct your Steam account to reflect your correct region.

Then what was the point of linking my steam account to HB if they won't consider what region my steam is located? Expats is a thing. I could imagine how awkward it would be for a citizen of Ukraine asking for the same support and ends up being told "sorry but You have purchased this game from CountryX, you're responding to us from CountryX, and you have never purchased from us from the Ukraine". Yeah, no ♥♥♥♥ Sherlock! it's my first time standing with Ukraine, like it's the name of the bundle JFC...

I have same situation ( i live in Russian Federation, game isnt banned here, but my country is ) Sooo, i saw this game on yt, and my reaction was like: "OMG new left for dead???" Dont found this game on steam and was confused, opened steam in my google, and see: "this game isn't available in your region". Also theres no "free" copy of that game. Now i had to ask my friend, and buy the game thirty times more expensive then should, cuz in Russia 5-15 dollars for game is maximum normal price, because 50% of this country population are poor! And there we have "deluxe" edition lol, deluxe edition in coop game Lol. Sorry for my bad English, from Russia, with love!
