I'm not going to go into details here but unless you're positive it was the same Tall Boy suddenly going from 1 bar to max health (as in there's no question someone killed the low health Tall Boy) it sounds similar to an issue I've seen that isn't hacking.
If you see a Tall Boy just magically go from like 10hp to max health in the blink of an eye try to figure out which player it is behind the wheel (so to speak) and report them in game for sure.
1. I about certain it was the same Tall Boy, and even if it was a fresh one the re-spawning should have kept it to only one.
2. I've been thinking about what all happened in the multiple games I had played and would get decimated in under a minute. It seemed like the Ridden abilities were WAY higher than they feasible could be. The bile being like tar on the first round, Tall Boys having insane health and often the opposing cleaner team having over 8+ flash bangs.
I need to do more research but I'd be interested in what all the starting stats are for the game on both cleaner and ridden.
Regarding the other stuff mentioned:
There have been matches where I've found 8 flash bangs, or 8 molotovs, or 8 pipe bombs so I'm not sure that's a sign they were doing anything nefarious. If you're saying a single Cleaner was holding 8 flash bangs without ever picking up more from the ground - that definitely sounds sketchy. I think the most a Cleaner can carry right now is 4 offensive items in Swarm, and that's Hoffman with the extra slot card.
For clarification, I think it is possible to have the Retch Vomit upgraded to slow Cleaner movement significantly (I think that's what you're talking about) if the Ridden team pools their points into Mobility. 50 for the first tier, and 100 for tier two (150 points total out of 200 available to spend on a 4 person team). That leaves 50 for tall boy stun resistance or health (or whatever else.) Same goes for Tall Boys if the team pools their points, you can hit tier 2 in any of the 3 options along with a single tier 1 if that's all they spend points on. So that's potentially tier 2 health, and tier 1 damage or stun resistance.
I don't have the actual upgrade list in front of me right now so when I'm able I'll review what I said against that and correct this comment if I was mistaken about the specifics.
When you cheat online, you don't want to make it too obvious otherwise reports will flood in and you'll be banned eventually. Ask all the pros in esports how they do it ;)
That's the whole point. You make it look like a bug or something less conspicuous to mask cheating.
Okay since I need to spell it out for you in very simple english for your sake:
What you are seeing and thinking are "bugs" are not actually bugs, but players cheating in a not-so-obvious way. Capiche?
