what they mean is being able to start a match with the gun you want on the character you want. Not picking a character you don't want to play that just happens to start with the weapon you want.
I think its more than just mean, its a deal breaker. Especially if you say have a deck that favours particular weapons and you don't ever find those weapons.
But its like the entire game, really, its TOO random. How can you choose cards when you don't know when you will get the weapon you want? How can you choose cards when you don't know the cards the enemy will get? It all leads to frustration imo.
More importantly, you should be replacing your weapons with the higher rarity ones whether you like them or not. You should also be conscious of what ammo types your teammates are using, and steer clear from using the same type even if that means giving up your favorite.
"But my deck is built around this one specific weapon!" That's called bad deck building.

Not really. Why bother to make cards that are weapon specific then make those weapons random? That just doesn't make sense to me. If they wanted to make the weapons random then they should have allowed you to switch decks at the start of each stage. I just seems nonsensical to me that you have to select a deck "hoping" you will find the right weapons. I suppose some people would see that as fun, but I don't, I just see that as frustrating.
You built an awful deck and got burnt by it, learn instead of acting like it is the fault of the game.
A)Play a character that starts with the weapon
B)Have it be one of the last cards in the deck
C)Stagger them with generic cards so you don't grab a "useless" card
as for play a character that starts with weapon.. thats another BS option when 2 players want the same character.. your trying to defend a bad poorly thought out design choice with braindead arguments.
Also the weapon scavenger card would be better anyway.
