Hey I just wanted to let you guys know I ran into some info that may or may not help you out. Closing all razer programs seems to have solved the issue for me
It's basicly certain parts of your CPU turning off to save energy from what I understand.

I understand if you're not willing to try changing this setting if you're only experiencing issues with this game alone, however I had this issue with lots of games when my mouse polling rate exceeded a certain threshold, and it solved the issue completely.
