Game manual link broken for me

That's the URL provided when you click "Manual" in the Library, but it redirects to the main store page. If I remove the "?l=english&cc=US&os=windows " part of the URL it works.
I was going to ask where to find it, but I worked out the solution for myself. Maybe this will help someone else.
