Regarding subtitles:
Did you check the CC Options in the Video Player?
Maybe they are just disabled by default.
It would be a pretty big miss for them to completely forget to include them.
edit: Also I am a little bit confused as Steam's Video Player allows for multiple audio streams. As such selling 2 different versions of the anime makes little sense to me.
It could instead be just one release with japanese and english audio + english subtitles.
Yep, the CC option is not there and there's no baked in subs like Crunchyroll does. Here's a shot from Toradora and Monster Musume to show it's missing.
