Bug in the mission: Party People

I need to complete the mission "party people"to fulfill the mission "no arm in asking" but the shop keeper for the intricate scrap parts just isn't there. I have a screenshot of the location without the shop keeper, if that helps, but I'd really like to fulfill this mission, it's one of the last 3 things before getting it to 100%
